The Iceler Chief has near ultimate power. Immediately beneath the chief are Beta I and Beta II. Beta I acts as the foreign affairs administrator, Beta II acts as the domestic advisor.
Although the Betas act primarily as advisors, they are also responsible for choosing the chief. If they agree, they can choose a new chief at any time. Beta I and Beta II are both hereditary positions, passed down from father to son.
